Democracy On The Gallows Of Fascism (Part 1)

…..The Portrait Of The Hangman’s Noose Called Ibrahim Kpotun Idris, The Inspector-General Of Police (Igp) Who Now, Is A Law Unto Himself!

Africa doesn’t need strongmen, it needs strong institutions” Obama.

THE PATTERN OF HITLER: “Hitler had decided to build his dictatorship through a largely legal process. His next important step along that road was to emasculate the Reichstag by transferring its legislative authority to the Reich government.” German History in Documents and Images, Volume 7. Nazi Germany, 1933-1945, The Enabling Act (March 24, 1933).

Reichstag was a building, where the German legislature, the Diet, was housed (Reichstag is also used to mean the legislature). The Diet dates back to the Imperial Diet of the Holy Roman Empire or the medieval first Reich, that ended in 1806. Otto von Bismarck was the principal figure of the second Reich, between 1871-1918 and Hitler, was the principal figure of the Third Reich.

As Hitler subjected the democratic institution of the legislature to himself, the legislature in Nigeria is being compromised, by subjection to  AUTOCRATIC INDIVIDUAL……Hameed Ali, Magu and now Idris.

FROM DEMOCRACY TO FASCISM: Hitler’s transition from democracy to fascism (as you will read here) was by an act of parliament, that gave him sweeping powers of the APC broom! Hitler achieved it with his enabling act of 1933, during the Great depression, when fascism was legally born.

Buhari sought to achieve same, by his “Emergency Economic Stabilisation Bill” of 2016, during the recession, it failed!  The insubordination of the IGP, is a clear plan “B” is the direction of fascism!

SELF IMMUNITY OF IDRIS: When an autocratic individual is “made” stronger than a democratic institution, FASCISM as practiced by Adolf Hitler, has been defined!

Idris, the officer who disobeyed the instructions of his Commander-in-Chief, and got away with it, cannot in all fairness to him, be expected to obey the summons of anyone else, especially when on a trip with the same Commander-in-Chief, he was disobedient too for which he was never punished!

…..as it is, now in Nigeria, EMPOWERED INDIVID UAL IDRIS, is stronger than INSTITUTION SENATE!….Welcome to our first steps in the direction of FASCISM!

Buhari is using Idris, Magu and Hameed Ali, from a carefully crafted script, that they are men of integrity, positioned as autocratic individuals, to erode legislative authority, by painting the legislative arm corrupt (which many there are,  while HIDING THE CORRUPTION of his right hand men)  as his plan “B” after his legal route to Hitler’s Fascism failed.

AZAZI BELOW THE LAW, IDRIS THE LAW!

If General Owoye Andrew Azazi, a four star General of the Nigerian Army and Chief of Defence Staff (in his time as the ranking officer of the Nigerian Armed Forces) could appear before the Senate Committee to answer questions on the Bakassi Peninsula, why can’t Idris, appear to answer questions on the insecure state of the country?

On the security hirarchy, the office of the CDS is by far more strategic than that of the IGP!

FASCISM DEFINED:

1: “A political system based on a very powerful leader, state control, and being extremely proud of country and race, and in which political opposition is not allowed “https://dictionary.cambridge.org/dictionary/english/fascism

2: “Fascism is a complex ideology. There are many definitions of fascism; some people describe it as a type or set of political actions, a political philosophy or a mass movement. Most definitions agree that fascism is authoritarian and promotes nationalism at all costs, but its basic characteristics are a matter of debate.”https://www.livescience.com/57622-fascism.html

NATIONAL CRISIS: The office of the Senate President, Bukola Saraki has released a list of killings over which it said it invited the Inspector General of Police, Ibrahim Idris, for interaction.”http://dailypost.ng/2018/05/11/igp-idris-sarakis-office-releases-list-killings-nigeria-2018/

…..and the Senate produced a long list of about 85 separate incidents in the middle belt alone, between January 1 and April 29, 2018, in which a total of 940 lives were lost.

Olalekan Adetayo, in his May 7, 2018, account in the Punch, under the headline: “BANDITS PLAN TO INSTIGATE WAR WITH KILLINGS, BUHARI SAYS” provided the following details:

“President Muhammadu Buhari on Monday said those behind persistent killings in parts of the country have a sinister agenda to instigate war in the country for selfish purposes” http://www.punchng.com/bandits-plan-to-instigate-war-with-killings-buhari-says/

This is clearly a NATIONAL EMERGENCY, by the evidence of the president, for which the “doctrine of necessity” (we shall soon read about) was needed to get the IGP to appear before the Senate, in the INTEREST of NATIONAL SECURITY, he refused to show up!

DOCTRINE OF NECESSITY:  Based on the position of Falana (as you shall soon read)  the Senate can neither summon the IGP nor the CDS. But, by the doctrine of necessity, in the face of national security crisis, as it was during the Bakassi crisis, General Azazi, the Chief of Defence Staff (CDS) by this doctrine appeared before the Senate. Another security threat has arisen, why has Idris, by this same doctrine refused to appear?

By definition, from the perspective of……

“(politics, law) The principle that, in a situation of emergency or exigent circumstance, a state may legitimately act in ways that would normally be illegal.”http://www.yourdictionary.com/doctrine-of-necessity

FALANA’S PERSPECTIVE: The respected lawyer, Femi Falana, added his voice to the matter:

“FALANA TO SENATE: ACCEPT MY SYMPATHY, YOU LACK POWER TO SUMMON IGP,”

“By virtue of section 67 (2) of the constitution, either chamber can summon a minister when the affairs of his or her ministry are under consideration. The only other occasion a public officer can be summoned by the national assembly is when proceedings are ongoing to expose corruption and when a law is being debated either with a view to amending it or to have a new law entirely.“http://news-af.op-mobile.opera.com/news/detail/2bef1c001cf8aa381a47ac3f6f16f7ea_ng?share=1&country=ng&language=en

THE DEMOCRATIC INSTITUTION ON THE GALLOWS OF FASCISM: The Senate is a component part of the legislature, a core institution of democracy, that is the testator by its death of the death of democracy, when the military take power. In the Nigerian democratic experience, the Senate is peopled by a group of “UNPEOPLED” people, who earn 13:5 million Naira a month, from states where salaries can’t be paid! A group of MOST INSENSITIVE, ANTI PEOPLE, PEOPLE,  INSENSITIVE to the very people they claim to represent.

However, when the Senate is reduced to an assembly of rubber stamp, yes men, disregarded lizards, as Idris is doing, democracy stands COMPROMISED, hanged on the gallows of FASCISM!

2019 is our closest opportunity to “REPEOPLE” the Senate!

……Buhari’s Nigeria is using Idris, to move in the direction of fascism, in response, the resolution of the Senate is that:

“Inspector General of Police ( IGP ) , Ibrahim Idris , is an enemy of democracy”

The Senate president and indeed many of his colleagues may have HUGE QUESTION MARKS that bother on their integrity (just the way several of Buhari’s SOVEREIGN UNTOUCHABLES in his government do, whom he has refused to TOUCH).

STRATEGIC QUESTION AT THE SOUL OF DEMOCRACY:

-Is there is a DIFFERENCE between the Senate President, his colleagues and the DEMOCRATIC INSTITUTION he heads?

-At what point is an attack on the Senate President or a senator an attack on the legislative arm and by extension, a threat to democracy?

OBSERVATION: The honorable thing for the law to do is an amendment, that allows the offending senator step aside, perhaps for a period of an accelerated hearing of his case, within perhaps a period not exceeding 90 days.

…….To refuse to appear before the Senate, who summoned him by the “doctrine of necessity” amounts to FASCISM! You cannot dishonor a summons by the Senate and still claim to respect that INSTITUTION, it amounts to cutting your nose (as the English would say) to spite your face….. A dangerous precedence has been laid, that has just one name….. FASCISM!

Understood in a cultural sense, a gift no matter how good presented to an elder with the left hand has been nullified by the manner of presentation.

BUHARI’S EMERGENCY ECONOMIC STABILISATION BILL OF 2016, THE BODY LANGUAGE OF HITLER’S ENABLING ACT OF 1933 IN THE DIRECTION OF FASCISM.

The one law Hitler used to cripple the democratic institution; the legislature was the enabling act of 1933. The one law Buhari sought for EMERGENCY POWERS was the  “Emergency Economic Stabilisation Bill 2016….his botched corvert attempt at fascism; Hitler’s style.

Enabling Act, law passed by the German Reichstag (Diet) in 1933 that enabled Adolf Hitler to assume dictatorial powers. Deputies from the Nazi Party, the German National People’s Party, and the Centre Party voted in favour of the act, which “enabled” Hitler’s government to issue decrees independently of the Reichstag and the presidency. It gave Hitler a base from which to carry out the first steps of his National Socialist revolution.“https://www.britannica.com/topic/Enabling-Act

IMPORTANT NOTE: By an act of law, fascism compromised democracy, in the very soul of democracy, the Diet; the German National Assembly.

The Nation online on August 22, 2016 under the headline: “BUHARI SEEKS EMERGENCY POWERS TO TACKLE ECONOMY”, provide the following details. “An executive bill titled:

Emergency Economic Stabilisation Bill 2016” is to be presented to the National Assembly when the Senate and the House of Representatives resume from vacation on September 12. In the bill, the executive will be asking for the President to be given sweeping powers to set aside some extant laws and use executive orders to roll out an economic recovery package within the next one year.“http://thenationonlineng.net/buhari-seeks-emergency-powers-tackle-economy/

THE MAN IDRIS AS HIS OWN LAW: “IGP Idris has smashed many national records for the wrong reasons. He is the only Police Chief to flagrantly snub the National Assembly. He has joined another “sacred cow” Buhari appointee, retired Colonel Hameed Ali, the Comptroller-General of the Customs who also believes the Senate has no power to summon him. Secondly, Idris is the only Inspector-General of Police in Nigeria’s history to disobey a presidential directive and nothing happened! “ http://news-af.op-mobile.opera.com/news/detail/f0ebfdf79d677b57d05cb4c4bda54884_ng?share=1&country=ng&language=en

AZAZI APPEARED BEFORE SENATE OVER BAKASSI: General Andrew Owoye Azazi, a four star General and Chief of Defense Staff, of the Armed Forces, of the Federal Republic of Nigeria, appeared before the Senate Committee on Bakassi.

Abdul-Rahman Abubakar wrote for the Daily Trust, on JULY 17 2008, under the headline:

NIGERIA:BAKASSI GREEN TREE DEAL – OBASANJO DIDN’T CONSULT MILITARY”, provided the following details:

“Speaking at the Senate Investigative Hearing on the Green Tree Pact signed by Obasanjo and Cameroonian President Paul Biya in 2006, General Azazi said, “I am not sure that the military made any contribution to the Green Tree Agreement, but I know that the then Chief of Defence Staff, General Martin Luther Agwai traveled with the former president to New York when the agreement was signed.“http://allafrica.com/stories/200807170003.html

POINTBLANK NEWS under the headline: “BAKASSI: MILITARY BLAMES OBASANJO”, provides these details:

Azazi told the Senate Committee probing the matter that Obasanjo signed the Green Tree Agreement on the cession with Cameroun without carrying the military along.” http://www.pointblanknews.com/os1050.html

TOTAL POLITICS under the headline: “STILL ON THE PLIGHT OF BAKASSI PEOPLE”, published on January 5, 2016:

Nigeria’s then Minister of Justice Michael Aondoakaa told the Senate hearing that the deal to cede the territory “was procedurally wrong,” in that the ratification of the legislature had not been sought before the treaty was signed. In similar vein Nigeria’s ex-Chief of Defense Staff Owoye Azazi, said the military was not consulted, pointing out that the country lost a strategic military navigation channel yielding to the Gulf of Guinea as a result” http://www.totalpolitics.ng/2016/01/05/still-on-the-plight-of-bakassi-people/

STRATEGIC QUESTION FOR FEMI FALANA.

Why didn’t Femi Falana raise any objections when General Azazi appeared before the Senate Committee on the serious issue of Bakassi, but is now insisting the Senate can’t summon the IGP, when the Senate has provided evidence of serious security breaches?
