The guidelines is for Direct Land Allocation in Abuja For Residential And Commercial Land Use in Abuja.
Individuals and organisations that desire to obtain direct land allocation certificate of occupancy (C OF O) in FCT can apply through the following process;
In pursuant of the provision of Law establishing the Federal Capital Territory.
Individuals and organizations to obtain Direct allocation certificate of occupancy (C OF O) in
FCT can apply through the following process;
STEP 1: OBTAIN APPLICATION FORM
Obtain Land application form for Residential or Commercial from land use;
Lands Department,
Customer Service Front Desk,
No 4 Peace Drive, Central Business District, Abuja.

STEP 2: PREPARE RELEVANT DOCUMENT
To process your application for acquiring residential (Individual), commercial, industrial
land, the following documents are required
Copy of memorandum and articles of association of the company (in the case of
corporate bodies) among other conditions.
Certificate of incorporation is required CAC (corporate bodies)
Payment receipt

Filled form with two passports photograph
Copy of National identity number
Copy of international passport
Birth certificate/declaration of age
Tax clearance certificate
Filled form with full details and RC number
All directors identity card
Registration/particulars of directors
STEP 3: SUBMISSION OF LAND ACQUISITION FORM
Pay the applicable processing fee and charges via remitta
Submit the duly completed application form directly to lands department, no 4 peace
drive, central business district , Abuja, together with evidence of payment of
application fee.
All applicable document detailed in step 2 above.
Data capturing
Upon submission of your application, applicants will be provided a unique
application reference number and an acknowledgement letter that carries the service
level agreement (SLA) and file number of the application by FCT.
STEP 4: Ministerial Directive for Land Allocation: Shortlisting for Allocaton based on
Ministerial directives.
STEP 5: Generation of Procedural Ministerial Approval Sheet.
STEP 6: Endorsement of Ministerial Approval by Honourable Minister.
STEP 7: Generation Letter of Offer of Right of Occupancy (R-of-O),Statutory (R-of-O) Bill
and Acceptance letter.
STEP 8: Signing of Letter of Offer of Right of Occupancy and Statutory (R-of-O) Bill.
STEP 9: Scanning and uploading
STEP 10: Collection of Offer of Right of Occupancy and Statutory (R-of-O) Bill
STEP 11: Payment of Statutory Bill.
STEP 12: Submission of Acceptance Letter.
STEP 13: Processing Of C-of-O
STEP 14: Signing of Title Deed Plan (TDP).
STEP 15: Signing of C-of-O
STEP 16: Execution of C-of-O by Deed Registrar
STEP 17: Scanning and uploading
STEP 18: Collection of C-of-O

FEES AND CHARGES FOR RESIDENTIAL AND COMMERCIAL
LAND USE
The following fees and charges apply to land allocation, title processing, and related land
administration activities for residential and commercial land uses. These charges are assessed in
accordance with prevailing land administration regulations and are subject to variation based on
land use, plot size, location, and applicable planning standards.
Schedule of Applicable Fees and Charges
• Application Fee
An application fee for FCC : ₦100,000.00 Area Council: ₦50,000.00 Relocation: ₦30,000.00
Resettlement: N/A are payable upon submission of an application for land allocation or related
land services. This fee is non-refundable and covers preliminary administrative processing.

• STATUTORY RIGHT OF OCCUPANCY BILL
Statutory Rights of Occupancy bill is based on District location: for example Garki Area11 is ₦5,000/m2
Registration fee: ₦2,000
C-of-O Preparation fee: ₦20,000
Rent per annum: ₦150/m2
Survey fee and cost of planning: subject to labour and skill based on market price
These charges are assessed in accordance with prevailing land administration regulations and are
subject to variation based on land use, plot size, location, and applicable planning standards.
