Building Without Approval Plan, This May Be Your Last Chance

Perhaps you are a property owner in Lagos and your building does not have approval plan. If that is you, do yourself a world of good by not missing this last chance.

It is a 61-day amnesty window for owners of existing buildings in the state, which do not have approval building plans

The amnesty window is to enable them to perfect their planning permits on completed buildings.

The Lagos State Ministry of Physical Planning and Urban Development announced the amnesty in a post on its official X account stating that:

‘’Within the Amnesty period of 61days, starting from 1st November- 31st December, 2025, owners of such buildings will be able to obtain a Planning Permit without paying the stipulated penalty”.

This initiative, which is to run from November 1, 2025, to December 31, 2025, is to encourage owners to regularize the affected properties as they will be able to obtain the planning permit without paying the expected penalty.

Here are requirements listed by government for the exercise:

1. title document/proof of ownership,
2. survey plan,
3. non-destructive integrity test report,
4. letter of structural stability and indemnity as well as
5. land use planning analysis report.
6. evidence of tax compliance and structural,
7. electrical, and mechanical drawings (where applicable).
8. To take part in the amnesty programme, the affected property owners are to submit their application at the Lagos State Physical Planning Permit Authority (LASPPPA) district offices in the 57 Local Government Areas (LGA)/Local Council Development Area (LCDA).

Application can be submitted at the Electronic Planning Permit (EPP) office at the LASPPPA headquarters at Oba Akinjobi Way, GRA, Ikeja.
