Kate Hairsine report, of April 2nd 2019, was written with the General elections of 8th May, 2019 in South Africa, in view. The elections might have come and gone, (been won and lost) but the conception of pre election xenophobia has become the child of DESTRUCTION, born! for several to die!
While some South African politicians double talk, with elections in view, others by fascist like extreme nationalism, have by their utterances, gone dangerously beyond the limits, one such politician is Bongani Michael Mkongi, who was South Africa’s Deputy Minister of Police in 2017 under President Jacob Zuma.
FACTS: By the fact checked evidence of Naphtali Khumalo, published on September 4, 2019, Bongani Michael Mkongi’s video is a statement of two sides:
On one side, Khumalo debunks Mkongi’s 80%, claim of foreigner occupation of Hillbrow, a suburb of Johannesburg, as having no factual basis. This 80% talk, was a clear white propaganda attempt in favour of xenophobics.
On the other hand, the release of his 2017 provocative video, at this critical moment of hate in 2019, is an appeal to the anti-xenophobics in Nigeria

In 2017, Fikile Mbalula was the senior police minister whose deputy, Bongani Mkongi made the very inciting remarks.

The cross checked facts by Naphtali Khumalo established the following:
1. The claims by both Mkongi and Herman Mashaba the mayor of Johannesburg on the number of foreigners have no factual basis.
2. The video was made in 2017 not 2019 as the General impression has it.

QUESTION 2: What firm action did President Jacob Zuma take, based on what President Truman did when General Douglas MacArthur made an “unauthorized statement”?

President Truman fired General Douglas MacArthur on April 11, 1951 and replaced him with Gen. Matthew Ridgeway during the Korean War.
MacArthur’ is the evidence of Truman’s “undocumented”doctrine, that no one indespensable.

He is “larger than life”.
He was “SCAP”; Supreme Commander for the Allied Powers, in command of the vital interest of the Allies in the Southwest Pacific from 1939-1945, during World War II.
On August 15, 1945, Hirohito the Emperor of Japan and bully of the East, that included China and SouthEast Asia broadcast what amounted to surrender.
On September 2, 1945, at 9 in the morning Japanese time, Mamoru Shigemitsu, Japan’s Foreign Minister, signed the instrument of surrender, aboard the battleship USS Missouri, docked in the Tokyo bay and flying the flags of the United States and her allies like USSR and Great Britain.
Between 1945 and 1951, MacArthur was in effectively in charge of defeated and occupied Japan, meeting with Hirohito half yearly.
Between 1950-1953 he commanded the UN forces in the Korean War. He was fired for making “unauthorized policy statements”on the Korean war!
Truman knew the Human Resource (HR) maxim “don’t hire if you can’t fire”!
If Truman could fire MacArthur, why didn’t Zuma fire Bongani Mkongi?
There is no evidence that Zuma took any firm action against Bongani Mkongi, however, this EVIDENCE by Thabo Mokone (in the same article made reference to earlier) has this information on Bongani Mkongi

From the EXPERIENCE of Truman/MacArthur, when nothing happens to a minister after a controversial STATEMENT, what he said could be taken as POLICY! If he is fired, what he said would be his “OPINION”, expressed in the atmosphere of Policy!
Jacob Zuma never fired Bongani Mkongi on the contrary, Bongani Mkongi was in firm defence of the Zuma.
Between July 2017 and Zuma’s resignation on 14 February 2018, was a six month period,

Was Zuma too occupied fighting to keep his job, that he didn’t have time for Bongani Mkongi xenophobia ?
Was Bongani Mkongi fighting for his job by being Zuma’s defence advocate ?
The matter ended in a Cul-de-sac on 14 February 2018 when Zuma resigned and it died and was buried when Cyril Ramaphosa named his cabinet of 60 senior and junior ministers; Bongani Michael Mkongi was one name synonymous with xenophobia that was excluded!
